All Referees must be certified and currently registered (2010) by USSF at Grade 8 or higher to work HSC games.
Each HSC team is expected to provide referee volunteers to cover 10 CR or AR slots during the fall season.
All HSC Referees can work to cover a team commitment or may choose to work for pay (or a combination of both).
Refs cannot schedule games involving their own children or siblings.
Returning USSF Refs
If you were registered in 2009 and haven't yet renewed for 2010, please visit the California North Referee Association website to register (www.CNRA.net). Click on the US Soccer Registration link to the right. US Soccer provided your login ID and password. If at all possible, please register with a credit card on the web to expedite the process. If you must register by mail, your application must be postmarked by June 1 to obtain your registration prior to the start of the fall season. Online applications using credit cards typically take 2-3 weeks to process.
If you were registered in 2008 (or earlier) but let your registration lapse, please contact the HSC Ref Administrator for further information.

New Refs
Heritage SC is working to provide classes for the instruction, testing, certification and registration of new refs. Upon completion of the classes and passing the written examination, you will be registered to referee this year. Heritage SC will pay for registration and book fees, and will also provide your referee kit provided you successfully complete the course and work Heritage games.
USSF-certified instructors will teach the new ref clinic. A total of 6 classes and one field session are held- you must attend a minimum of 5 plus the field session to take the examination. The examination is given at the last class. Classes are tentatively scheduled for August16, 18, 23, 25, 28 (field), 30, and Sept. 1.
To register for this clinic, please contact the HSC Ref Administrator. If you cannot attend this session or wish to complete the course sooner, you can register for other classes in the bay area at www.CNRA.net. HSC will reimburse you for costs of these other clinics (up to $35) once you pass the certification examination and work Heritage games. |
Youth Refs
We do allow youths who are affiliated with HSC to take these classes and work HSC games. You must be 14 years old by August 1 2009 to sign up for the clinic. All Youth Refs will be paid for their work. Mentoring will be provided for all youth refs, both at the club and district level. |
AYSO Refs
If you are an AYSO ref with a certification level of Intermediate (Area) or higher, it is possible to obtain cross certification as a USSF level 8 referee. Contact the HSC Ref Administrator for further information. Beginning (Regional) level referees cannot cross certify with USSF.

Norcal Premier League Red Card Procedure
1)Referee keeps the player/coach pass after the match
2) Referee mails or drops off the pass to the HSC Discipline Chair (Contact Rich Hunter at rich@heritagesc.com for his mailing address)
3) Referee emails the send-off report to the Norcal’s Alan Ramos at pad@NorcalPremier.com (or fax at 415-593-7697) and sends a copy to HSC’s Discipline Chair, rich@heritagesc.com, and to HSC’s Director of Coaching, julio@heritagesc.com , within 48 hours
4) If the referee does not keep the player/coaches pass after the match, it is the responsibility of the Heritage Coach to notify the HSC Discipline Chair of the send-off and provide the pass to the HSC Discipline Chair.
5) When player/coach serves the suspension, the HSC Discipline Chair shall release the pass to the coach. Coach shall provide a list of matches served to the HSC Discipline Chair
6) If the Discipline Chair feels that additional matches should be served, he will contact the Discipline Committee and they will come to a consensus. Note that for Norcal matches, the minimum suspension is 2 matches for a straight red and 1 match for a “soft” red (double yellow)

Signing Up to Work Heritage Games
Referee assignments for Heritage home league games are done on the web at RefScheduler.To sign-up to work HSC games, you need to follow the following steps:
1) Go to http://refscheduler.net/
2) Choose "USSF" and click "Continue"
3) Click "Continue" for "CA-N"
4) Select District '4' from the menu and click "Continue"
5) Select "HSC" for your club and click "Login"
6) Select "New Referee Sign-Up" and follow directions
Once you have completed this process you will be contacted by HSC to complete your registration. You will not be activated unless your USSF registration is current.
Game scheduling is done on the same site. Schedules will be released (with an accompanying announcement) in one month blocks, 2-4 weeks prior to the games. The HSC Ref Administrator reserves the right to move and assign referees as he deems appropriate. (***NEW***) Effort will be made to allow referees affiliated with an HSC team to sign up for the needed 15 required games provided the referees are donating the games to HSC teams. |
Upgrade to Level 7
Any referee interested in upgrading to a level 7 can obtain information on the CNRA website. Assessments will be done at U17B class I and u19B class I games. The CR assignment for these games is covered by the neutral referee program, so any referee planning on an upgrade to level 7 should apply to the District Neutral Referee Program. |
